In this paper it was considered a model of heterogeneity of vector field within an associative algebra (Clifford algebra) on four - dimensional curvilinear coordinates. It is shown a possibility to get the equations of electrodynamics from model: systems of equations of Maxwell as a single equation, conservation laws 4-current and Einstein field equations. The geometrical interpretation was given for 4- current and a non-trivial "law of conservation of 4-dimensional curl of current" was received.

The paper is devoted to questions of legal regulation of the peculiarities of insight the principles of the European Charter on the Status of Judges in the context of their labor rights in accordance with the legislation of Ukraine. The Charter has had a positive impact on the legislation of Ukraine by consolidating in its decrees progressive European standards in the field of justice necessary for the improvement of the judicial system of Ukraine and settling issues of the status and labor rights of judges which were not previously regulated. The future development of the Charter found its continuation in the adoption of other international legal acts, in particular: Recommendations of the Committee of Ministers of the Council of Europe, the conclusions of the Venice Commission, expert opinions of the International Association of Judges, the conclusions of the Advisory Council of European Judges. "Небесный патруль" - это программа глобального круглосуточного On-line мониторинга сейсмически опасных регионов земли. Одной из особенностью программы является полная самостоятельность в получении информации, анализа данных и прогноза событий с простым и понятным сигналом опасности по конкретному объекту. (городу, населенному пункту) Анализ поступающей информации формируется на внутреннем алгоритме программы, а краткосрочный прогноз наступает с периодов от суток до пяти дней. "Небесный патруль" создан вначале 2011г. и является инновационным продуктом в области сейсмологии, так как не основывается на классических методах прогнозирования землетрясений.Так в режиме "Sampling version" доступ предоставляется всем посетителям сайта бесплатно, а прогноз наступления опасности землетрясения предоставляется в течении текущих суток. Алгоритм программы основывается на: величинах солнечной активности, метео-данных объектов находящихся в сеймической зоне, спец. фильтров и констант объекта.
