Copyright Office Announces Rate Reduction in Royalty Rates for Satellite Carrier Statutory License (64 FR 71659)

The Copyright Office is amending section 258.3 of its regulations to reflect the reduction of royalty rates for the section 119 satellite carrier statutory license pursuant to Title I of the Intellectual Property and Communications Omnibus Reform Act of 1999, which the President signed on Nov. 29 (as part of Public Law 106-113). The royalty rates for the section 119 satellite license are reduced from 27 cents per subscriber per month for network and superstations, respectively, to 14.85 cents for network stations and 18.9 cents for superstations. The effective date is July 1, 1999. The rate for the Public Broadcasting Service satellite feed is also reduced to 14.85 cents.
